Jersey's first Play Plan aims to improve access to play spaces and address concerns about children using technology.
The plan's aim is to give every child access to safe, inclusive, and high-quality play opportunities for the period 2025–2028.
It play as a fundamental right under Article 31 of the United Nations Convention on the Rights of the Child.
The plan will improve and maintain play infrastructure, support play at home and in education, expand community play opportunities, and ensure inclusive play for children with disabilities and additional needs.
They will continue to support initiatives like Play Streets and School Streets - temporary road closures for safe play and active travel near schools.
Actions include:
- School Grounds Access – Opening playgrounds and fields after hours for community use.
- Youth Spaces – New St. Helier youth centre and upgrades in St. Clements.
- Digital Play Map – Online map of parks and play spaces with accessibility information.
- Playground Charter – Child-led charter to make playgrounds welcoming and inclusive.
- Inclusive Play – Communication boards and quiet sessions for children with additional needs.
- Play Champions – Network across parishes and government to promote play.
- Simpler Planning Rules – Faster upgrades and replacements for playground equipment.
- Play at Home Resources – Toolkits for low-cost, creative play ideas for families.
Deputy Malcolm Ferey, Assistant Minister for Children and Families, said:
"Through play, children learn, grow, and connect with the world around them.
"This Plan is about making sure every child in Jersey, regardless of where they live or their circumstances, has the chance to play safely and freely.
"By prioritising play, we are investing in happier, healthier futures for our young people and creating stronger, more connected communities."
